Children’s Journalism at Raahgiri-2 in Berhampur

Children’s journalism was organised by City Level Children’s Federation of Berhampur on the theme “Save Water’. More than 300 children from 40 slums participated in the second Raahgiri celebration in Berhampur city. On the occasion children participated in various other fun games like kabadi, puchi, khapara game, and skipping etc.Children are more excited and participated actively by writing poem, story, drawing cartoon, their situation in slums and short writing and demonstrated in a wall magazine. The theme of the children’s journalism this day is ‘Save Water’. Children covered many things on this theme and shows the way how to save water for our future. Children dominated the event this day by capturing attention of the whole audience and many senior officials visited and praised the activities and message of save water by young children.

There is lack of space for children in Berhampur to play, interact and network with their peers. And cities become unsafe due to more vehicles on roads. Raahgiri has made it possible for the citizens and children to make their importance in the city life. Commissioner Berhampur Municipal Corporation (BeMC) Mr. Manoj Kumar Mohanty and Tahasilda Berhampur and other senior officials visited and interacted with the kids. Commissioner assured the particular space dedicated for children at Raahgiri and called this will be ‘children’s corner’. This shows children able to get their space and right a small but important move by BeMC.

Youth for Social Development (YSD) a local NGO has, participated in the event on Raahgiri Day in Berhampur city. YSD has been working to improve the living condition of children living in urban poverty since 2012. Children from Raghupati Nagar, Jagannath Nagar, Gramdevati Bauri street, Old Berhampur Bauri street, Jagabandhu Bandh huda, Purnabasi Colony. Lanjipali Goudabandh Street, Telgu street, Ankuli Gudia Bandh street, Ambapua Bauri street, Khodasingi Bauri street and Dhimira Bauri street participated. Youth volunteers Bala Das, Bidyut parava Das, Pinky Das, Radha Dash, Banita Nayak, Jharana Das, Jyoti Das, Basant Das, Rinky Patra, Suprava Das and Sumi Maharana coordinated the programmee.

Green revolution in Bargarh

Aiming green revolution in Bargarh, three mega lift irrigation project has been sanctioned by the state government in Ambabhona block of Bargarh district. Work of these projects has been started. 125 crore has been estimated for these 3 sanctioned mega lift irrigation projects. These projects will irrigate about 10,000 hectare lands of 42 villages in Kharip season and about 4,000 hectares in Ravi season.

As per the information available, 90 % people of Ambabhona block depends on agriculture. According to the 2011 census report population of Ambabhona is 65,587. The block consists of 11 panchayat and 103 revenue villages. Out of the total 22,373 hectare cultivable land only 3,303 hectare agricultural land are facilitate with irrigation which is 15.65 % of the total land.

Further 63 hectare land is facilitates with irrigation through lift irrigation and 160 hectare land gets irrigated through deep bore well projects by 2015. Another 2,080 hectare land is irrigated by different water resources with small and medium irrigation projects.

The 3 mega lift irrigation project will cover up to 5-10 KM from the Mahanadi river site. Chikhli, Tamdei and Antradi villages have been selected for the mega project.

The cost of Chikhili mega project has been estimated with 53 crores. This mega project will irrigate lands of Chikhili, Ganthiapali, Bhainatara, Sampali, Salhepali, Narangpur, Kanthipali, Bhukta (part) etc villages.

The mega project at Antaradi has been estimated with cost of 33 crores. This mega project will irrigate Antaradi, Kapashira, Bairagipali, Satidarha, Ghuguripali, Behera, Arjunda, Bad jampali, Kushmuda, Banjipali, Bugbugi, Budhipali, etc villages.

Another mega project at Tamdei has been estimated with cost of 39 crores. This mega project will irrigate lands of Tamdei, Bungapali,Lether, Launsara, Karimuli, Ramkhol, Uttam, Udheipali, Lelehar, Chandipali, Paruabhadi, Lakhanpur, Hatikhoja, Tileimal, Gourpali, Babebira, Banjipali, etc villags.

These 3 mega lift projects will ensure irrigation in the backward Ambabhona block of Bargarh district and may hopefully create a green revolution in this part.

Irrigation in Sambalpur by 8 mega projects

Most of the land type in Sambalpur district is rocky. That is one of reasons which makes difficult to ensure irrigation in Kharip season. Out of the 9 blocks of Sambalpur district, Maneswar and Dhankauda are partly irrigated by Hirakud dam project. While remaining other 7 blocks solely depends on monsoon. The agriculture of the district is till date depended on small and medium projects. Further, government sources revealed that, in the Kharip season out of the total 6,83,41 hectares land of the district only 1,93,674 hectares land have irrigation facilities from different water resources. While in the Ravi crop only 3,92,33 hectares land have the facilities to get irrigated. Now mega lift irrigation projects are under way to strengthen the irrigation and support the agriculture of the district.

As per the information, there is aim to installed 8 mega lift irrigation projects in Sambalpur district. Out of the 8 projects, 2 will be set at Rampella of Rengali block and other 6 will be set in Kuchinda block. The work will complete up to September. The proposed 8 projects will irrigate 13,000 hectare land and will cost 260 crores.

The Rampella project will use the water of River Mahandi. These 2 projects will irrigate 1200 and 2000 hectares land.

Another project is proposed set at Gaenpur of Maneswar block. This project will also use the water from river Mahanadi.

According to the information of the Lift Irrigation Division of the district, 800 lift irrigation points will be set in the district to facilitate farmers. Three lakhs will be spent for each lift point with the association of the farmers. Each point will irrigate 2 hectares land and more than it. Now in the district, 2500 lift points are working out of the 5000 lift points. The other points are under-construction.

Water crisis at Guderpali

Crisis of water has hit villages of Odisha. A water tank of 40 thousand liter capacity was constructed by Rural Water Supply Section and Sanitation Project at Guderpali of Gaisilet block in dist Bargarh. But still people are facing difficulties due to shortage of water. This tank is defunct since a long time. People are waiting for its functioning.

Guderpali having a population of 2000 people facing water crisis today. The bore-wells are only source of water for the villagers now. There too long queue for long time is found for a bucket of water. Squabble in females for water is a familiar site there.

Now people are questioning, why the water tank has been built? What is its purpose? And why the Rural Water Supply Section, Gaisilet is knowingly silent o this matter?

Odisha’s Udayagiri neglected

Udayagiri is one of the important Budhist places of Odisha. But the Archeological Survey of India is neglecting it. It has carved a niche for itself in the Budhist tourist spot among the triangle Lalitgiri-Ratnagiri-Udayagiri. It is surrounded by natural beauty and historical monuments. Now it is in bad shape due to lack of preservation and conservation of the site.

The ASI spends lakhs of rupees for preservation and conservation.  As per the information, the site was excavated for the first time in March 1987 by ASI and found a Buddha Mahavihar of 45 ft in length and wide. This is a rare relic of 8-9th century.

The second excavation was carried on in 1998.  At that time Singhprastha Mahavihar and rare Chaitya Grihamandal was found.  After that, no excavation has been carried out. Many relics have been covered with black polythene from the attached site of Mahakal temple. Now, Singhprastha Boudhavihar is in dilapidated condition. The wall of the structure may collapse at any time.  But at the same time lakhs of rupees are spent every year for the preservation and conservation of the site.

As per the departmental information, Rupees 10,97,766  in the year 2005-2006,  Rupees 11,17,343 in the year 2006-2007, Rupees 65,005 in the year 2007-2008, Rupees  3,91,121 in the year 2008-2009, Rupees  7,44,313 in the year 2009-2010, Rupees 8,41,380 in the year 2010-2011, Rupees  12,10,388 in the year 2011-2012, Rupees 5,47,008 in the year 2012-2013, Rupees 1,63,809 in the year 2013-2014, Rupees 20,79,687 in the year 2014-2015 has been spent.

Further, more than 1 crore has been spent in the last ten years to preserve the Buddhist monument but the relics are mingling with the dust day-by-day. The local says the mentioned expenses were confined to the papers only and no money has been spent on the site.

Children at Raahgiri in Berhampur

Kids participated very enthusiastically in the activities spreading the message of ‘child friendly city’. Children for the first time occupied their space on the road and demonstrated their importance. There is lack of space for children in Berhampur to play, interact and network with their peers. And cities become unsafe due to more vehicles on roads. Raahgiri has made it possible for the citizens and children to make their importance in the city life.

Model Village, a distant dream

Model village scheme was floated to develop neglected and undeveloped villages of the country. The project was designed to ensure high quality institutional arrangements for professional governance and to overcome development challenge by adopting a well-coordinated bottom up approach. This programmee will demonstrate the methodology for use of application resources to achieve the highest possible outcome. The Millennium Development Goals may serve as the useful framework to capture the status and direction of the development. Inter alia, these goals can be applied to the village setting to measure the pace of the progress. And more than 4 lakhs government employees are involved in the state in implementation of the programmees. But in reality the promise of all round development of model village didn’t reflected in ground.  And the scheme has been limited itself to paper files only.

According to the scheme, 347 villages were selected in 314 blocks of the state.  And developmental planning was done for 32 villages.  Special core committee was constituted in 247 blocks in the state for the project.

After receiving the letter from the State general administration in the 9 blocks of Sambalur district 12 villages were selected for the scheme. And special core committee was constituted in 9 blocks. Later on state government shifted the project to Panchayatiraj department. Now the model village project is in cold storage.

The lists of selected villages are, Panchputa, Rasiapali, Labdera, Aamkuni, Tablei, Jampali, Kurlabahal, Gudesingha, Putiapali, Salesingh, Khunti.

Information revealed from Maneswar block office that fund has not been released for this project.

Child health at stake in Sambalpur

Maternity and Child Care Centre inside the town hospital campus of Sambalpur was inaugurated by the Chief Minister on 27th February 2016.  For the inauguration ceremony of the newly constructed rooms were well decorated. The centre was dazzling like a private nursing home. But the centre is closed since its inauguration. Child health services of Sambalpur and its nearby area is in stake.

For this project, 8 crores 98 lakhs has been spent. The child health centre is facilitating with 50 beds. This new centre would have solved many problems but it has increased the problems of Sambalpur. Without creating infrastructure, only the room with board has been inaugurated hastily. No technical facilities and equipment available at the centre. Neither any human resource is available to take care of the centre.

National Rural health Mission (NRHM) is managing the newly constructed centre. And as per the information, tender is out to purchase necessary equipment for treatment and provide health service. Equipment worth of more than 50 thousands will be purchased by the Health Department and less than 50 thousands will be purchased by district unit.

Kalahandi bandh protesting wagon factory shift

Kalahandi bandh has been called by the District Congress today in protest against the decision of shifting of the proposed wagon repair factory from Narla, Kalahandi to Visakhapatnam of Andhra Pradesh.

People are demanding for railway wagon factory in the district. Earlier the Ministry of Railway had announced a Wagon Factory in Kalahandi in 2010-11 railway budgets. But this Wagon factory was shifted to Ganjam district of Odisha. Again in 2013-14 rail budget a Wagon Maintenance Workshop in Kala handi was announced. But it was shifted to Visakhapatnam citing feasibility study.

The intelligentsia stating that it should not be announced in the parliament in a given location without any feasibility study. And how could ministry of railway announce Wagon Maintenance Workshop in Kalahandi in 2013-14 railway budgets, especially in the parliament, without conducting proper feasibility study? Since such an announcement was especially made after keeping strong public reaction in mind, railway should have taken utmost care about the feasibility and other technical study before announcing any new project here, so that incident like shifting of earlier Wagon Factory in 2010-11 railway budget is not repeated. Now Kalahandi should not be penalized for the mistake made by railway ministry. Along with agriculture, industrial and manufacturing sector development in the region is crucial for overall growth of this part of the nation.

Government school running under tree

Government schemes has become a mockery at the upper primary school, Boringpadar of Lanjigarh block, district Kalahandi. The school looks like hundreds year old of an undeveloped area. The attitude of the government for the adivasi affluent Lanjigarh region is also reflected at this school.

There are 47 students from class I to class V and 2 Sikhya Sahayak in the school. In this school, students are there, teachers also there but school building is not there. Students are forced to sit under the imli tree. In summer and winter it is manageable but in rain or storm, it creates problem. The teachers panic where to hide the student. Slowly attendances of students are decreasing.

Nandi foundation provides the mid-day-meal but there is no place to sit and eat the meal. The imli tree is the school room and dining hall for the students of Boringpadar UP School.

The school was started some 7 years ago but the school building construction is incomplete.
