Sambalpur University to lose 154 posts

Sambalpur University, the highest educational institution of western Odisha has got a jolt. The State Government has directed to abolish 154 posts of Sambalpur University. These 154 posts include 78 posts from Group D and 76 from Group C.

Further, instead of filling up the posts, the State Government has directed to depute concern personnel for posts which were lying vacant for past few years. The decision of the State Government has annoyed staff of Sambalpur University and people of western Odisha.

There are 236 colleges affiliated to Sambalpur University which are running in 10 districts of western Odisha.
As per the information received, the State Government has directed to filling up of some vacant posts in Samablpur University while ordering abolition of as many as 154 posts. Group D posts include Sweeper, Watchman, Peon, Technical Assistant, Electrician, Wireman, etc. If the posts are abolished from Sambalpur University, then student and teachers will be affected mostly.

Similarly, the State Government has ordered to filled Development Officer, Medical Officer, Accountant Officer, and Junior Engineer etc, posts in deputation. The junior assistant posts have been increased from 45 to 69.
Meanwhile, the Sambalpur University Employees’ Association has opposed the decision of the State Government and threatened to agitate if the department fails to withdraw the decision.

Lakhs of students are appearing examinations every year in Samablpur University and abolition of 154 posts will affect the smooth functioning of the university.

Lift irrigation defunct in Jharsuguda

Two lift irrigation projects at Loisingh panchayat of Jharsuguda block are defunct since last 3 years. Both projects were established aiming to irrigate more than 100 acre lands.

As both irrigation projects are defunct, the dream to irrigate lands and protecting it from drought are unfulfilled. Time elapsing in repairing the projects and condition of farmers are getting worse.

Two lift irrigation projects were constructed, one at Tileimal of Loisingh panchayat on Basudhara River and the other at Charbhati on Ib River. Charbhati project is older than Tileimal project. Tileimal project is 5years old. Both projects targeted to irrigate 50 acre of lands. After running for a few years both projects have become defunct.

According to the information provided by the department, the water pipe of Tileimal project bursts while installing electric poles. That is not been repaired and so the project is defunct since then. But according to the locals, low quality pipes were used and those were not spread properly.

Charbhati project is not working after the connected electric wire was theft. Both the lift irrigation projects were handed over to pani panchayat but there is no sign of repairing and reviving it.

Local farmers are repeatedly complaining to the concerned authorities and district administration regarding it but there is no action. After contacting the higher authority they revealed that Western Odisha Development Council has sanctioned 6 lakhs for Charbhati lift irrigation project for its revival. But Tileimal lift irrigation project has not got any.

Govt. failed to open LAC and produce milk

The state government had decided to open one Livestock Aid Centre (LAC) in each panchayat 5 years ago to develop livestock. Fund was also allotted for the same. But the Fisheries and Animal Resources Development Department Odisha has failed to implement it.

According to the available information, LAC has been opened in 2939 panchayat of the state out of the 6234 panchayat up to 2009. The department tried to open remaining 3295 LAC. But in the financial years 2013-2014, 2014-2015 a single LAC could not been opened. Due to this, information regarding animal diseases is not available to farmers.

In the memorandum of finance department for the year 2011 there was direction to decreased office workers. According to it, no new post will be created in any plan, non-plan, central scheme, or centre sponsored scheme. But 900 LAC have been approved by the department though there is prohibition. Despite of this no service was availed to the Livestock Inspector (LI) from the LAC. In between this the government has created 300 Livestock Inspector posts and yet not given approval for other 600 posts.

The department has not only failed to open LAC but also failed in producing milk in the state. The milk production has decreased to 35% in last 5 years.

The report revealed that, the department has failed to achieve the target to produce milk in last 5 years. The milk production has decreased from 2010-2011 to 2014-2015. In 2010-2011, the milk production target was 1919 thousand metric ton but only 1670 thousand metric ton was produced. That year the milk production was 13 % less while in 2014-2015 it has touched 35%. Last year the target was to produce 2945 thousand metric ton milk but only 1903 thousand metric ton was produced.

Illegal Occupying Government Quarter by MLAs

Answering to BJP MLA Dillip Ray’s question, Chief Minister Naven Pattnaik informed the Odisha Assembly that, 3 former ministers and 6 former MLAs who are not members of the present Odisha Assembly are still occupying the government quarters. Other than them, Deputy Speaker of the Assembly, Opposition leader, Government Chief Whip and Congress chief whip, 4 ministers, and 8 MLAs are occupying more than one government quarters.

The CM further informed that, the government has written letter to the Assembly Secretary to vacate the additional government quarters of the Deputy Speaker Sadanand Marandi, Opposition Leader Narasingh Mishra, Government Chief Whip Ananta Das, 4 Ministers; Ashok Chandra Panda, Bikram Keshari Arukh, Jogendra Behera, and Pradeep Panigrahi. Along with the above Tara Prasad Bahinipati, Bhujabala Majhi, Nrusingha Charan Sahu, Prafulla Majhi, Subrat Tarai, Subal Sahu, Rabi Narayan Nayak, Ramesh Patua also occupying acquired GA houses along with MLAs quarters. Another MLA Maheswar Mohanty occupying 2 quarters in the MLA colony.

While a few leaders are having more than one house, yet 7 MLAs haven’t got any government quarters. Nitish Gangadeo, Saroj Kumar Samal, Sanatan Mahakur, Chandrasarathi Behera, Chiranjib Biswal, Purnachandra Nayak, Rajendra Kumar Sahu, Dilip Ray, and Naveen Patnaik haven’t got government quarters.

Three former ministers, Sarojini Hembram, Pradipta Kumar Nayak and Ramachandra Hansda are facing court cases for not vacating the government quarters. Other leaders who are facing court cases are, Pratap Chandra Sarangi, Rajendra Dholkia, Rabi Mallick, and Alekh Kumar jena.

Koshal Observed BLACK DAY

Koshal region observed black day on April 1st while rest of Odisha was celebrating Odisha Divas on April 1st commemorating the formation of separate Odisha state on 1 April 1936. In Sambalpur the Koshal Parishad observed Black Day led by Purnachandra Mahapatra, Jayalal Seth, Pabitra Deo, Karuna Pradhan, Sukadev Naik, Golak Bihari Mishra, Sunil Nanda, and Omkar Mishra etc.

In Bargarh, the members of Koshal State Coordination Committee hoisted the black flag amidst large gathering and posted banners in government offices demanding separate Koshal state.

Odisha Assembly on fire with farmer’s suicide issue

The suicide of Nandighosh Barik (55), a farmer of Harbhanga village of Agalpur block in Balangir, who had committed suicide on March 23 due to crop loss, loan burden and disheartening words used by local sub-collector, generated heat both in and outside the Odisha Assembly.

In Odisha Assembly, Opposition leader Narasingha Mishra alleged that on March 18 there was a hailstorm in four villages namely Harbhanga, Mursundi, Semel Munda and Kutasingha under Agalpur block, crops in a total of 169 hectares of land was damaged due to hailstorm. Maximum damages were suffered by paddy, onion, watermelon etc.
The next day, Agalpur tehsildar visited the village and saw the crop loss. But as no step had been taken to provide relief to the affected farmers, the villagers, including the deceased, met the sub-collector and requested him for government assistance.

Instead of being sympathetic, the sub-collector humiliated Nandighosh for undertaking farming in the dry months, Narasingha told the assembly quoting a police complaint of Nandighosh’s brother filed at Loisingha police station.

The Balangir sub-collector, when contacted, said the allegation against him is false. During the grievance redressal on March 21 a group of four to five farmers had come with the complaint that they had suffered crop loss due to untimely hail and rain. “I and other officers present were compassionate while listening to the farmers’ plights. The tehsildar was immediately asked to conduct an inquiry who submitted his report the same day. Unfortunately, one of the farmers ended his life”.

Raising the issue during Zero Hour, Leader of Opposition Shri Mishra said the officer has violated the protocol by commenting that the allegation made in the House on the farmer’s suicide is false.

“It is unfortunate that a Government officer dishonoured the Assembly and its members by airing his views which is uncalled for. If the Chair so wants, the Sub-Collector needs to be summoned and reprimanded,” Mishra said.

Opposition chief whip Tara Prasad Bahinipati said the Sub-Collector is behaving in a manner as if he is above law. He demanded that the officer be summoned to the House without any delay. Supporting the issue, senior BJP member and former minister KV Singhdeo said, “We had demanded a reply from the Government, which is required to be submitted within 48 hours, and by now, 24 hours have already passed. Kindly ensure that the reply is given in time.”

Outside the assembly Navanirman Krushak Sangathan staged a demonstration and hundreds of its activists courted arrest demanding pension for peasants, while Opposition Congress demanded arrest of a sub-collector in Balangir holding him responsible for the suicide of a farmer.

Activists scuffled with police near Indira Gandhi Park in front of the state secretariat while they tried to march towards the Assembly. The police were caught unaware after the agitators in smaller groups had tried to march towards the House from several intersections. The situation came under control after senior police officials reached the spot and pacified the agitators.

Padmashri to Haldhar, recognition to Kosali

Haldhar Nag, born at non-descript Baidpali village but due to spreading of hazardous diarrhea they moved to his aunt’s (father’s sister) house at Ghess of Bargarh to settle permanently. His childhood was marred due to poverty. He could not attend school and studied up to third standard only. To earn a livelihood he worked in the village hotel, assisted cook at the mess of the high school hostel and used to sell peanut, chocolate and eateries to school kids in a wooden cabin. In the evening he used to associate himself with Dand drama. His inborn quality of extempore was noted by village youths and in around 1990 they published his work in a magazine “Art And Artist”. He was felicitated for his poem in the annual function of “Art And Artist”. There onwards no look back for Haldhar. He was around 40 then. He used to dictate and a village boy used to write his poems in paper. Haldhar wrote both epics and short poem. His epics are collected as “Haldhar Granthavali” and short poems as “Surut”. He mesmerizes his audience with his unique recitation style blended with acting. Adding to it, the powerful gifted poet can recite his entire epic without seeing any note. He attended meetings of small village to university. He visits out of Odisha many a times to recite poem. He has received more than 330 award and felicitations including Odisha Sahitya Academy in 2014 and many institutions have been named after him.

He is a household name in this part but his familiarity never changed his life style; still he clad a dhoti, genji and a kariaa (towel) and though he share dais with ministers, film stars and officers still maintained his long curly hair of a danduaa( dand actor).

At present Kosali language has movements in three parts; drama, poetry, and constitutional recognization. Haldhar represents the poetry movement. Poetry movement has evolved silently from the desk of the poets of this part without coming down to road with placards. He wrote, recited and inspired young poets. At a time a group of 36 poets were known as “Kabi Kutum”, epicentring Haldhar, used to travel the region and recite Kosali poems. And they popularized Kosali nooks and corner in the region. He is truly the “Lok Kavi”, the poet of the mass as the title awarded to him. Now Kosali poetry recitation has become an integral part of cultural and literary meetings in this region. The political parties have noted the emotion of the mass attached with it and the BJD Government has recommended to the Union Home ministry to include Kosali in the Eighth Schedule.

This upsurge of Kosali was noted by coastal Odia lobby and they hatched to bulldoze the move. He was felicitated by Odisha Sahitya Academy and in the felicitation certificate they mentioned “for the contribution to Odia language and literature” whereas Haldhar has never written a single piece in Odia. A protest was staged and OSA corrected the certificate.

Now, after awarding Padmashri to Sri Nag it gives a clear message to Kosali. Perhaps the Union Government has noted the movement and demands of Kosali.

Rotavirus vaccine launched from BBSR

Union Health minister JP Nadda today launched the rotavirus vaccine nationwide from Bhubaneswar today as part of the central government’s immunisation programme for protecting children from diarrhea.

Union Petroleum minister Dharmendra Pradhan and Odisha Health minister Atanu Sabyasachi Nayak were present during the launch of the vaccine, which will also be launched in three other states namely, Andhra Pradesh, Haryana and Himachal Pradesh.

This is a significant medical intervention for preventing infant mortality in Odisha which witnesses cases of widespread diarrhoea during monsoons. By launching this rotavirus this vaccine will be given to 27 million children throughout the country. This is certainly going to help in reducing IMR and also see to it that the public health is taken care of. Approximately yearly 80,000 children die because of rotavirus and approximately 10 lakh children are hospitalized yearly suffering from rotavirus disease. It is very fatal and the time span to take care is very less. It is a very cost effective intervention which has taken place and it is also going to bring a change in health scenario of the children and see to it that we are able to address the issue of IMR.

Koshal office inauguarated

Office of the Koshal State Coordination Committee has been inaugurated at Kuruan Gram Panchayat. This office will regulate and coordinate the separate state movement at the Panchayat level in Kuruan gram panchayat of Attabira. Pramod Jhankar inaugurated the office in presence of Sunil Purohit, Lipsit Mishra, Deepak Dash, Amit Panda, Suramya Mishra, Rakhal Karna, Rajesh , Manas , Nirbhaya, Suresu atc and villagers of Kuruan and Koshal supporters.

Gap in success and target in check dam projects

Check dam projects were initiated in 2010-11 to conserve water from small water sources and use them further for irrigation. Odisha government had target of construction of 15000 projects from 2010 to 2015 but 8090 projects were sanctioned and only 5926 could been completed. This information has been disclosed in the state assembly while presenting CAG report.

According to the report, within five years from 2010 to 2015, the state government had a target of construction of 15000 projects but the Chief Engineer of the Minor Irrigation Division Odisha sanctioned 1318.12 crore for 8090 projects, but the state government allotted 971.53 crore in the budget for the project. In 5 years out of the total sanctioned projects only 5926 could be completed till 2015 and 884.88 crore have been used.

In the year 2010-2011, total 1366 projects were sanctioned but only 417 have been completed.

Similarly, 2011-2012, total 3046 check dam projects were sanctioned but only 1133 check dam projects have been constructed completely.

In 2012-2013 construction of 3000 check dam projects was in target but 1181 projects were sanctioned and total 1848 check dam constructions was complete including old projects.

In the year 2013- 2014 out of the total 2380 sanctioned check dam projects only 913 have been completed.
In 2014 -2015 total 1619 check dam projects could been completed and including this in last 5 years total 5926 check dam projects have been completed out of the total sanctioned 8090 projects.

According to the CAG report many projects are pending incomplete due to dispute in site selection, not getting reply about the tender, less quotation price of the tender, unavailability of technical officer for inspection.
But when CAG inspected a few sites found that, the locals were not involved in selecting the site according to the rules and out of 4050 check dams project Pani Panchayat have not been instituted in 2825 check dams. Further, installation of door in the concrete gap is necessary to preserve the water but at the time of inspection of papers of 8 divisions out of 2825 check dams there were no shutter in 1409 check dams and the objectives of check dam construction has failed and investment of 166.21 crore was wasted. Despite of this, no action was taken against associated executive engineers.
