Rural housing schemes are delayed in Sambalpur
Rural area housing scheme, to provide concrete house to poor people below poverty line, have failed to achieve its target in Sambalpur district. Pradhan Mantri Jan Awas Jojana and Biju Pakka Ghar projects have been launched. Pradhan Mantri Jan Awas Jojana is a centra scheme where as Biju Pakka Ghar is a state scheme. But due to negligence of the administrations and machineries the beneficiaries are not getting the houses in right time.
The most of the complaint received are about delayed in construction of the houses. Complaints are also received for sanction of the bill in late. Still about 3000 houses are in under-construction process from the total sanctioned house projects in Sambalpur district.
The government gave them the work order to construct Biju Pakka Ghar or Pradhan Mantri Jan Awas Jojana but the delayed work has dragged them into trouble.
According to the information from the government sources, in the Indira Awas Jojana or recently renamed Pradhan Mantri Jan Awas Jojana in 2013-2014 target was set to construct 4045 houses, but 3618 have been complete and 427 are incomplete. In 2014-15 targets was set to construct 4190 projects but 3777 were completed and 413 are incomplete. In 2015-16, target was set to construct 4289 project but 3013 were completed and 1276 are still incomplete.
In Biju Pakka Ghar Jojana, in the year 2013-14 target was set to achieve 544 projects but 463 were completed and 81 could not been constructed. In 2014-15 target was to complete 958 house but 834 were completed and 124 were still incomplete. In 2015-16 target was 2012 houses and only 1392 were completed whereas 620 are pending incomplete.
Further, this delay was discussed at the vigilance monitoring committee meet of Jilla Parishad. Membre of the Jilla Parishad expressed their concern over the issue but as there is no time frame to complete the project, it is bothering all.

Recently the Prime Minister of India has introduced a new scheme Sansad Adarsha Gram Yojana (SAGY) with an objective to holistic development of the identified Gram Panchayats.
Let us examine his performance from all aspects:
Participation in Parliament
In 2014 to 2015, in one year period, the parliament runs for a total of 90 days including special session, budget and winter session. Bargarh MP Dr. Prabhas Kumar Singh attended special session, budget session, winter session and again budget session. He signed total 84 sessions while not signed 6. His performance in aggregate is 93.32%.
Asking of questions is an inherent and unfettered parliamentary right of members. MPs ask questions in the parliament to raise issues of concern, to hold the government accountable to its actions and so on. He has raised 7 questions and participated in 5 debates in total.
MPLAD Fund Utilisation

Recently the Prime Minister of India has introduced a new scheme Sansad Adarsha Gram Yojana (SAGY) with an objective to holistic development (personal, human, economic and social) of the identified Gram Panchayats. This includes basic facilities, livelihood, access to rights and to create models of local level development and effective local governance which can motivate and inspire neighbouring Gram Panchayats to learn and adapt. The approach will be leveraging the leadership, capacity, commitment and energy of the Members of Parliament (MP) to develop model Gram Panchayats. He has adopted Sukuda panchayat of Bhatli constituency but there too he has failed to perform significantly.
It has been observed that the elected representatives are not serious about their local area development and their poor participation in parliamentary affairs shows their weak political will. There is greater need of citizen participation to prioritise their needs and aspirations of development and also ensure greater transparency and accountability. MPs use MPLAD fund spending the entire funds on ‘visible image building exercise’ so as to enhance the chances of winning again. This has to be changed and people’s priorities should be respected. MPs should give priority to the pressing challenges in basic necessary sectors like water and sanitation, public health, electricity and irrigation. Political parties and candidates should publicly disclose MPLAD fund utilization in their election manifesto and should give in writing to the voters for 100% efficient and better utilization.
Controversial remix of Rangabati still running in youtube
Controversial remix version of the Rangabati song is still running in youtube. Almost one year has passed. Last year, the whole western Odisha emotionally got rallied on behind the issue and opposed the act of destructing the ethos of popular song from western Odisha. It was observed; it touched the emotional chord of the folks of the region. People from all sections opposed the derogation of Rangabati by Sona Mohapatra and Co.
Ranbati is originally sung by Jitendriya Haripal and Krishna Patel where as the lyric is by Mitrabhaun Gauntia and composed by Prabhudatta Pradhan. It was first aired by the All India Radio studio in Sambalpur in mid-seventies. After it became hugely popular, a music company, Indreco, bought the rights and released it around 1978.
The controversy erupts when the fusion version of the song by Sona Mohapatra and Rituraj Mohanty was aired on MTV Coke Studio Channel 4 on June 5. The remix version of Rangabati, a Kosali/Sambalpuri song sung by Sona Mohapatra and Bande Utkal Janani an Odia patriotic song, sung by India’s Raw Star fame Rituraj Mohanty. It was mixed and produced by music composer Ram Sampath.
The western parts of the state accused them of plagiarism and distortion. Sambalpuri/Kosali language is spoken in western parts, which is almost a half of the state’s area.
The youth wing of BJP lodged a complaint against Bollywood singers Sona Mohapatra and Rituraj Mohanty at a police station in Odisha’s Sambalpur district. The Bhartiya Janata Yuba Morcha said, first, they did not take permission from the original lyricist and composer and, second, they have distorted the song hurting the feelings of millions of people in western Odisha.
The original lyricist Mitrabhanu Gauntia and composer Prabhudatta Pradhan filed a defamation suit for Rs 1 cr against those involved in remaking the song. Those named in the suit include Hindustan Coca Cola Beverages Pvt Ltd, Hindustan Coca Cola Holdings Pvt Ltd, Viacom 18 Media Pvt Ltd, singer Sona Mohapatra, musician Ram Sampath and co-singer Rituraj Mohanty.
Supreme Court lawyer, Sagar Kumar Pradhan, on behalf of the Gauntia and Pradhan, said that the copyright of the song lies with Prabhudatta Pradhan and Mitrabhanu Gauntia and no permission had been sought from them for reproduction of the song. The remake of the song is in violation of the Copyright Act, the notice said. In view of this, the telecast of the song should be stopped immediately and the defendants must settle the defamation suit amounting to Rs 1 crore within 15 days, it added.
Sona Mohapatra said her intention was not to hurt anyone but to bring her home state, Odisha, into the spotlight. “I’m just saddened and it’s just hurtful. The intention was not to hurt anyone, least of all, the people I want to pay homage to. We got a beautiful opportunity in Coke Studio, which is a cross-cultural platform where different cultures merge with modern music to reach out to a whole different audience”.
We observed that, Sona Mohapatra was struggling to find a niche for herself. Perhaps she chooses controversy to get highlighted. Cases were filed, defamation suit was filed, memorandums from many socio-cultural organistions were submitted even to the Prime minister but still the distorted version is running in youtube. Binjhal medium instruction in Bargarh is fake
Binjhal medium instruction in primary level in the government schools of Bargarh district of Odisha has been reported fake.
Medium of instruction of teaching means a language which is used inside the classroom to inform the student. And if a child is not acquainted with the medium of instruction before entering into the classroom then certainly that is a foreign language for the child. Resultantly the child failed to grasp the teaching or the course content. Teaching a child in an alien language is as if putting the child in deep water without swimming knowledge of the child. So, instruction in mother-tongue is indispensable for the child. Advantage of having a mother-tongue based education enable the child easily grasps the course content as they are used to the vocabulary. Research has shown that children’s first language is the optimal language for literacy and learning throughout primary school (UNESCO 2008 a). Most developed nations have medium of instruction in their mother-tongue. Education is the key to development of the nation and so accordingly the Government of India has enacted Right to Education Act (RTE) on 4th August 2009 keeping provision of compulsory education for children between 6 and 14 in India under article 21 A. India become the 135th country to make education a fundamental right.
Further, the right to receive education in one’s own mother-tongue or native language is recognized by several international instruments. Under the provision of the Declaration on the Rights of Persons belonging National or ethnic, Religious and Linguistic minorities (1992), States are required to take appropriate measures so that, whenever possible, persons belonging to minorities may have adequate opportunities to learn their mother-tongue or to have instructions in their mother-tongue.
But “Right to Education for All” is grossly violated in Odisha. At present Odia is the medium of instructions in the elementary level in different part of Odisha. But Odia is not the mother-tongue of children of all parts of Odisha. No education in mother-tongue; education denied. Adivasi children are deprived of their fundamental rights. And development from this region has been hijacked.
Literacy is a useful indicator of the relative development of a society. It is widely recognized that societies with a higher percentage of literates have higher levels of development. According to census 2011, literacy rate of India is 74.04% and literacy rate of Odisha is 73.5%, marginally lower to the national rate. But there is a huge gap between the literacy rate of districts of Odia speaking region and adivasi affluent region. Districts of Odia speaking region are ahead of the aggregate literacy rate of Odisha but adivasi affluent districts are lagging behind. Literacy rate in adivasi affluent region ranges from 42% to 70.65% while Odia speaking districts literacy rate ranges from 70.56% to 79.59%. This is because Odia speaking districts students are getting education in their mother tongue while adivasi affluent region’s students are instruct in Odia, which is not their mother tongue.
On 30th July 2012 the then chief secretary of Odisha directed Odisha Primary Education Programme Authority (OPEPA) a body of the Government of Odisha to start mother-tongue based primary education in 10 languages; Munda, Santhali, Kissan, Oraon, Kui, Koya, Bonda, Juanga and Saura; of the state.
Further, OPEPA published an advertisement on dated 25/5/2014 in Sambad daily about recruitment of total 295 Sikshyaa Sahaayak/Sahaayikaa for different languages of different districts like Binjhal (Bargarh), Santhali & Ho(Balasore), Kui(Gajpati), Dibai(Malkangiri), Bhunjia(Nuapada), Pahadi Bhunjia & Kharia(Sundergarh).
We investigated about the implementation of the scheme of Odisha government.
In Bargarh district Odisha government has employed 28 Binjhal language teachers to instruct Binjhal language in the primary level. But the Binjhal language books supplied to the schools are in Odia and just “Binjhal” is mentioned on the cover of the book. We asked the appointed Binjhal language teachers too, but they fumbled to reply.
We further investigated about the idea of providing Odia medium instruction in the name of adivasi languages. We found that, Bargarh district is affluent with Binjhal tribe but Binjhal does not have any different language than the normal Kosali used in the region today. We contacted some Binjhal leaders for further investigations and they say, long ago Binjhal tribe used to have their own language but in the passage of time they left their own language and started using Kosali, Odia and other languages instead. In this process they lost their language. Now t is a dead language.
And it seems, the Odisha government has started this fake scheme just to grab the emotion of the Binjhal tribe for vote bank.
Letter to Koshalis from Dr Arjun Purohit
Dear Koshalis,
I know we all want to get our language recognised under 8th schedule. But simply having a desire does not result in fruition. It is not even very crucial to have all the legitimate grounds for such recognition because had it been so, we would have got the recognition long ago. Unfortunately, in a democracy, legitimate demands must be yoked with effective political campaign by people who are united behind the issue. Campaign to get Odia recognised as a classical language should serve as lesson to us all. Odia scholars were financed by the state government, as per Sambad report, to produce five hundred fifty page reports which were published as a book in a very short time. Active lobby was conducted in New Delhi which involved canvassing and button holing of all key politicians in New Delhi. Two government officers were deputed by the state government to see to the success of the project. Against this, what have we done? Sure we are debating among ourselves, which is like preaching to the converted. What is even more injurious to our cause is in-fighting among ourselves as to the name of the language: Koshali or Sambalpuri ! Such unnecessary conflicts are weakening our resolve. We are focusing on inconsequential/peripheral aspect of the issue which has no substantive importance. We have to project our issue both at Bhubaneswar and New Delhi as a non-negotiable demand which every Koshali demands. And we have to take every possible measure to achieve success in spite of active opposition from the coastal Odia intellectuals as well as state government’s attempt to undermine our demand. We, me included, from outside can provide only helping hands towards the cause, but heavy lifting must be done by you all on the ground. You all know the sacrifice and efforts to get dream of Telengana actualized. It took fifty years of unceasing struggle to achieve this goal. If we are mired by an un-substantive issue like name of the language, and use up all our energy, then we are not going anywhere. As far as I can gather, legitimacy of our demand is already established in New Delhi. But to translate a legitimate demand into reality, we need effective political lobby. So let us not be our own worst enemy. As you know, Rajasthani and Bhojpuri are about to be declared for inclusion under 8th schedule. If we do not get it, it will be our fault, nobody else’s. nahi suptasya sinhasya mukhe prabisanti mrugAh !
