Question on barrage raised in assembly

Senior BJP MLA Dilip Ray, in the assembly, asked Hon’ble Minister for Housing and Urban development about the current status of the barrage proposed to have been built over River Koel for which Hon’ble Chief Minister laid foundation stone on 09.07.2013.Construction of the barrage is crucial for the long run solution of water scarcity in and around Rourkela. He also raised the matter in different forums and discussed with competent authorities to fast- track the project. Although he asked the Minister to objectively apprise me about the scheduled time-frame within which the project is planned to be completed and the steps taken to accelerate the construction, the minister expressed his inability to answer the question citing lack of fact. When a project is concerned with a basic issue like water supply, and when the Chief Minister has laid the foundation for the project-it is only surprising that the minister is not seized of the matter and his department has no data on the progress of the same.

Further, he requested the government not to take the matter nonchalantly and expedite the construction of the barrage as soon as possible to relieve the people of Rourkela of water scarcity.

OLA delegates visit Child Friendly Constituency- Khandapada

Khandapada, Five MLAs from Odisha Legislative Assembly visited child friendly constituency, khandapada Shri. Aswini Patra, MLA, Jaleswar Constituency,  Shri Rajib Patra, MLA, Baliguda Constituency, Shri Duguni Kanhar, MLA, Phulbani Constituency, Shri Prafulla Pangi, MKAm Pottangi Constituency,  to understand the process, activities, methods, results and challenges to protect the rights of the children. They find it very useful and interesting idea to replicate in their constituencies for the development of the children. They praised the level of children’s participation, awareness among their parents, their understanding on the rights and programmes and also the support of elected representatives and service providers.

They also admire for the leadership of Sri. Anubhav Pattnaik, MLA, Khandapada to make this happen in his constituency. The day long visit started with an understanding the process, interaction with the children from 40 Gram Panchayats and Gram Panchayat Resource Persons (the drivers of the initiative), project partners like Unicef, Youth for Social Development, KKF and AASHA and finally visited Dhanchangda GP for a field level meeting with children, parents, members of citizen committees, PRI members and had a dialogue with these stakeholders regarding the CFC and its benefits.

This visit is a part of legislative engagement for the child rights in Odisha and the purpose is to replicate the child friendly constituency concept in other areas, said Ratneswar Sahu of YSD.

More than 120 children from 40 GPs, 46 GPRPs and all partners, project personnel’s including Mrs. Umi Bae of UNICEF Odisha chief, child protection specialist of Unicef  Sri. Laxmi Narayan Nanda, Special Secretary Sri Sujit Kumar of Planning and Convergence Department and YSD Secretary Mr. Bibhu Prasad Sahu was present an narrated the the year long journey of child friendly constituency to the visitors.

Koshal Janata Dal led by Sri Baidyanath Mishra was founded on 30th Novemeber. Sri Mishra was the Vice-President of Kosal Kranti Dal. He was expelled from KKD last year. He says, the new outfit Koshal Janata Dal will strive for new statehood for Koshal Region with independent thoughts besides working as an additional force to carry on the struggle for liberating the Koshal Mother land from the clutches of the coastal dominated administration. Few questions on farmer suicide in Odisha

Q: Are farmers in Odisha really committing suicide due to crop loss or drought?

Ans: No, the reported people who are committing suicide are generally farmer but not committing suicide due to crop loss. Everyone in Odisha residing in villages is farmer and takes credit from the cooperative bank and is in debt.

Q: Then how it is called a farmer suicide?

Ans: See, the whole farmer suicide thing is a corroborated stuff. Generally everyone in rural area is farmer. When there is any unnatural death then it is corroborated as a farmer suicide.

Q: Why it is corroborated as a farmer suicide and what is the gain by doing so?

Ans: Many people gains from it; from the local politician to the farmer’s family. Suppose someone commit suicide for any family dispute or any other reason, then the local politician visit the family. Local politician from all parties with an understanding corroborate it as a farmer suicide. In my block, last year we have report of 3 farmer suicide but personally I knew the exact truth. The local media/journalist is in the hand of the local politician. A block level reporter is generally a newspaper vendor. They report news with a charge of Rs 50/- . They can write anything as they sell the paper. And the newspaper publishes those. Again in Odisha the major newspapers are runs/owned by the leaders from oppositions so publishing such stuff against the government for these newspaper serves two folds, it fulfill taking their political vendetta as well as it is sensational news which helps selling the newspapers.

Q: It is true that media play roles in such things but how the local politicians and the farmer family gains from it?

Ans: It is a good question. Local politician earn sympathy of the deceased family as well as from the public. They help the poor farmer family to avail benefits of different schemes available for an unnatural death from the government like Harischandra Yojana etc. Politician gain sympathy and the family gain financial support. Apart from this if a suicide is committed due to other reason again there is problem of the courts and police. So to avoid these, the farmer family agreed to call it as a farmer suicide.

Q: Who are the others gain from it?

Ans: The whole system gains out of it.  Local politician gain sympathy, for the newspaper it is a hot and salable item, for the opposition it is an issue to halt the assembly, for the government it is an opportunity to declare benefit for the deceased farmer family and take mileage. So it is a win-win situation for all. There is no farmer suicide in the ground just these are corroborated for political gains for all parties. People in the ground never oppose, because they knew the truth, if someone from their neighborhood get some money, what is the problem.

Q: Such news goes viral in the social media, what is your take?

Ans: You see, percentage of users of social media is higher in urban area and it is 4-5% in rural area. That too limited to young and adolescent groups. The people who are staying out of the state gets news from such places, and most are biased.

Q: What is your final comment?

Ans: Such news gives a bad impression on other people about your state. It is worrisome. Sometime it irked you when you meet people from outside of your state, and they talk about such stuffs.  But, if the whole system is in alignment, you are helpless.

Corruption in Rajiv Bhawan construction in Sandhibahal, Gaisilat

People of Sandhibahal Panchayat of Gaisilat block in Bargarh district are complaining about corruption in the constructions of the Bharat Nirman Rajiv Bhawan. The building was constructed by Saroj Kumar Parida, the Sarpanch himself. The building is located in the Panchyat premises.

The locals are complaining that after the construction of the building portion. The contractor has left to connect electricity, electricity wiring, fitting fan, fitting toilet, connecting over-head water tank, fitting air conditioner etc. The contractor has only construct the building portion with windows doors only and coloured it and left incomplete.

People are saying huge amount has been misappropriated in this project.

Fake clinic operating in Jharsuguda

A fake medical clinic named Maa Mansha clinic has been found near Gate No 1 of Vedanta plant. The doctor has no license. But he was treating patient. In Jharsuguda many clinic and doctors are practicing without any license. The life of the patient and common man are in stake.

CAC met Union Law minister for HC bench in WO

A delegation of Central Action Committee (CAC) comprising Sri Suresh Pujari, National Secretary BJP, Sri Ashok Dash, Sri Pramod Das, Sri Niranjan Tripathy and Sri Sureswar Mishra met Sri Rabi Shankar Prasad, Union Minister of Law & Justice in his Chamber in Parliament in presence of Sri Dharmendra Pradhan, Minister (P & NG) and apprised him and argued the reasons, logic and necessity behind the demand of “Establishment of the Permanent Bench of High Court in Western Part of Odisha”.
The Union Law Minister really gave us an Amazing hearing and assured us to examine the Memorandum in its right prospective and to take appropriate actions in a positive direction.

CAC sat in dharna at Jantar Mantar for HC bench

Central Action Committee of Bar Asscoaition of Western Odisha today sat in dharna at Jantar Mantar demanding high court bench in Western Odisha. The rally of the lawyers was attended by Sri Jual Oram, Union Tribal Minister, Sri Dharmendra Pradhan, Union Petroleum and Natural Gas, Sri Suresh Pujari, National Secretary BJP, Sri Prasanna Achrya, MP (RS), Sri AU Singhdeo, MP (RS).

Funds remain unused with OPEPA

OPEPA has estimated to spend 2216 crore rupees for the current year. But nobody has been given charge to utilize it. The technical advisors of Sarbasikhya Abhijan in different blocks are already having crore of rupees in advance. Orders have been out that if they are not giving accounts then stop the salary. Still the funds have not been recovered. Likewise the Union government has allotted 8700 crore for the development of education from 2008 to 2015. Out of that fund the government has failed to spend 1182 crore. Out of the total fund 850 crore rupees have not been spend in the Sarbasikhya Abhijan and midday meal scheme.

Sources revealed that the union government had provided 5230 crore rupees from 2008-09 to 2015 but 4710 crore has been spend out of it. The RMSA scheme has also provided 732.28 crore and 278.67 crore under model school project and 92.64 crore for training for teachers.  According to the recommendation of the 12th pay commission for the development if infrastructure of primary and middle schools the union government provided 92.47 crore in 2008-09 and 2009-10.

The Union government has provided 1722.58 crore for mid-day meal since 2011-2012. Rs 4. 4 is spent on each student for mid-day meal, the centre contributes Rs 2. 69 paisa whereas the state contributes Rs1.35. Rs1577.98 lakh has been spent and remaining Rs 327.27 crore is unused.

According to 13th Pay Commission Odisha has received 580 crore.

Student commit suicide at Vikash School Bargarh

Student from out-state (Chattisgarh) died falling off from 3rd floor of the school hostel roof at Bargarh campus. It has come to our information that he committed suicide. The chairman of the school Dasaru Murali Krishna is BJP, State Executive member. He is expecting MP ticket. He got his new campus inaugurated by a senior BJP member by paying Rs 10 Lakhs during Narendra Modi visit to Bargarh last year. There have been many unpleasant incidents happening in the campus and off campus which local newspapers and electronic media have been suppressing by money power. Also there has been information coming out that many girl student and female staffs face sexual harassment. And some incidents of unwanted pregnancies those have been suppressed using upper hand links. One construction worker died after falling down at its construction site and that news was also suppressed at that time.

This incident of a 9th class student falling down from roof has raised serious question mark on the security, management and integrity of the school. In another incident MMS of sexual offense had also surfaced of the students from the same institution. There have also been allegations of illegal land grab, polluting nearby canal. The school buses run by this institute have mowed down 3 people at different times in the area. Guardians, administration and society needs to look at it seriously and investigate the allegations that have been raised from time to time and action against erring must be taken.
