Drought going to hit Bargarh

Drought may hit Bargarh district this year. Bargarh district is partly irrigated and partly non-irrigated. Blocks under Padampur sub divisions like Gaisilat, Padamur, Jharbandh and Paikmal are non-irrigated. These blocks solely depend on the gambling monsoon for agriculture. Paddy and pulses are cultivated in the Khariff season. But rainfall is registered low this season. Farmers started the cultivation process with the initial rainfall. But later on the rainfall was not adequate and cultivation has been hampered.

We visited a few villages of Gaisilat block. People have already left the paddy fields for cattle grazing. If water is not supplied within one week then the paddy fields may die. It will turn into straw. Almost a month has passed, it is not raining now. All other water resources like ponds etc are in shortage of water due to low rainfall. The small quantity of remaining water has been reserved for bathing purpose etc. Farmers are in deep trouble and worry. This year the region may hit severe drought than last year.

Children participated in ‘child friendly constituency’ in Khadapada

Ensure children’s right to survival, development, protection and participation and to set up mechanism for effective implementation of state plan and programs, a first ever initiative in Odisha, begun during December, 2015 in Khandapada.

The project has made considerable progress covering 40 gram panchayats and 1 NAC in Khandapada. More than 4204 children from 125 ‘child and adolescent collectives’ regularly participate to discuss and ensure their rights and entitlements. Children get opportunities to discuss with their elected representatives and community groups on various important child development programmes like ICDS, ICPS, SSA, NHM and SBM.

Through these children associations, children sensitised on various societal issues like child marriage, child trafficking, child labour, importance of girl child, school dropout, open defecation, problems related to children’s health like malnutrition and stunting are among others.

As a results child and adolescent collectives identified 74 irregular school children and they were to able to send 44 students back to school, identified 2 child labours, they got dysfunctional water sources (hand pumps) repaired in 5 gram panchayats and children are able to practice hand washing, use of dustbin and convey their parents to construct and use of household toilets.

On the other hand, baseline information and action plan for each gram panchayat have been prepared in the form of ‘Gram Panchayat Fact Sheet’ to ensure accountability of duty bearers towards protection of child rights. Pledge note has been prepared to cognizance parents, communities and the elected representatives to respect and protect the rights of the children. A bilingual (English and Odiya) quarterly newsletter ‘the Child Friendly Constituency’ has also been published to spread the happenings, facts and views of various stakeholders in Khandapada.

The change makers of this initiative, the 38 youth ‘Gram Panchayat Resource Persons’ (GPRPs) have been trained on rights of children, public programmes, social mobilisation, data collection and advocacy skills are acting as the main drivers of this imagination.

All this has been in progress to achieve the desired goal to make Khandpada a ‘child friendly constituency’ under the leadership of Khandapada MLA Sri. Anubhav Pattnaik. Youth for Social Development (YSD) a NGO working on issues of governance, youth and child development in partnership with Kalinga Kusum Foundation and its local partner AASHA have been working to make this happen in close cooperation with the district administration with overall technical and financial support from UNICEF, Odisha

In this dissemination workshop on ‘progress of child friendly constituency’ in collectorate Nayagarh more than 80 participants including Mr.Anubhav Pattnaik, Hon’ble MLA, Khandapada, Mr. Arindam Dakua, IAS, District Collector Nayagarh, Mr. Laxmi Narayan Nanda, Child Protection Specialist, UNICEF, Odisha, Mr. Dibya Chand Shulkla, MT, Kaling Kusum Foundation, Mr. Bibhu Prasad Sahu, Secretary, YSD, child leaders Ms. Bhagya Laxmi Parida and Siddhartha Pradhan of Golapokhari gram Panchayat, DCPO Preetikant Panda of Nayagarh public officials from Khandapada and Bhapur blocks, all line department officials from Nayaragrh collectorate, elected representatives of Khandapada constituency participated, shared their views and promised to extent all their support to make this happen.

About Child Friendly Constituency

Child Friendly Constituency is an ideation to create an enabling environment for people in a constituency to proactively participate and engage with their elected representative and service providers at various levels in their own development. In these process children as citizens will get maximum opportunity to participate in their decision making. In this process all elected representatives cutting across the political structures under the leadership of Member of Legislative Assembly collectively take the responsibility to discuss, design, guide and monitor the program implementation process with active involvement of multiple stakeholders including children in phase manner.

Kosal Vs Hirakhand: clash of identity

Recently a tug of war surfaced in western part of Odisha. The struggle is for identifying the land and naming the language of the region. It is an identity issue backed by political parties.

The present western part of Odisha, comprising ten and half districts has a homogeneous culture; Shakta cult. Worshiping mother is prevailing since time immoral in this part. Maa Samaleswari, Maa Patneswari, Maa Sureswari, Maa Manikeswari, Maa Kosaleswari etc are prominent deities worshiped in this part.

This contiguous geographical area was gifted with deep jungles and affluent with adivasi. And still today Sundergarh and Kalahandi regions are affluent with Adivasis.  Visit history and sacred text, you will find Kosal, Kalinga, Oddra, Utkal mentioned in Ramayan , Mahabharat, Bayu Puran etc. If you donot believe purana as a reference to our ancient history, no issue. Just turn the pages of travelogue of Hiuen Tsang. You will found mention of Kosal state with capital at Mayaguha or Maraguda; a submerged civilization in present Nuapada district.  Hiuen Tsang belongs to 6th century.

The boundary of a state changed from time to time like an amoeba; and so the capitals. Maraguda (Nuapada), Sirpur (Chattisgarh), and Patnagarh (Balangir district) were capitals of Kosal. And this region was ruled by Nala, Naga, Sarabhapuriya, Chola, Ganga, Somavansi, Kalachuri,  Chouhan, Maratha, and Britishers.  The Somavansi used to known as Sakala Kosaladhipati (the king of Kosal), Chouhans Kings used to known as Kosaleswar (the God/King of Kosal).  Two historical poems,  Kosalananda Mahakavyam (Sanskrit) written by Pt Gangadhar Mishra in 16th century and Jaya Chandrika by Prahllad Dubey also uses these terms in their poetries.  In Kapil Samhita also Narsinghnath (district Bargarh) has been mentioned as the holy place of Kosal along with Puri, Konark and Bhubaneswar of Utkal. Babu Rewaram Kayasth, the 18th century author, in his Vikram Vilash has mentioned Narsinghnath (district Bargarh) as the holy place of Kosal.  In later period, historian Ramchandra Mallick and Purnachandra Rath have also written the history of this region as history of Kosal.

There are so many things named after Kosal; Kosali Danga (boat), Kosala Gour (Jadav Caste),  Kosala Maali (a caste engaged in cultivating vegetables), Kosala bhaaji, Kosaleswar Mahadev, Kosaleswari devi, Kosali bahman (Brahmin), and the temple architecture found in this region is also known as Kosali temple architect. These names were not given in a day or a single person. Kosal is not a new term. Up to 18th century Kosal term was signifying the present western Odisha.

The prominence of Hirakhand region upsurge when the Chouhans divided their state for better administrations purpose and campaign at Sambalpur and Sonepur. Sambalpur/ Hirakhand state was established by Balaram Dev, the younger brother of the Kosal King having capital at Patnagarh (Balangir). At a time, even Patnagarh was under Hirakhand when the ruler of Patnagarh was weak. This is part and parcel of administration and politics. This shift of administration and division of land was described as the result of quarrel between the brothers in folklores in a different colour. But the mark of this historical division is so deep in the sentiments of the locals and prominent pages of history that it is not fading away.

However, Balram Dev took the local adivasis into his confidence. He adopted their Goddes Samlei and Sankritize that into Samaleswari. He distributed lands/villages to Brahmins and ruled Sambalpur. Sambalpur evolved as the most prominent city of this region. And an identity also grew up with it. In 19th century, Sambalpuri identity slowly took over the Kosali identity. But the Balangir, Khadial region were still related them with Kosal/Kosali.

Before the Chouhans,  adivasis were affluent in both Patnagarh and Sambalpur  region. Binjhal, Soura and Gond were major castes then. Slowly many other castes migrated to this region; it becomes the habitats of Brahmins, Kuilta, Bhulia, Aghria etc. All have brought their own culture and language and amalgamated it into the language of the present western part of Odisha.

Further, the Kosali speaking region was ruled by Nala, Naga, Sarabhapuriya, Chola, Ganga, Somavansi, Kalachuri, Chouhan, Maratha, and Britishers. Even after the acquisition by Britishers, this region like a football has been once in Bengal, once in Madhya Paradesh (Central Province) again with Bengal and then Bihar and finally settled with Odisha. And in the course of time the present form of Kosali may have evolved with an influence of all these transition. The degree of influence might be varying for each factor; insignificant to significant.

The Binjhals caste was having their own language but they don’t have it today. They unused, forgotten and it is dead now. They have lost their carrier of their identity.

The Odia/Utkaliya Brahmins have tussle with Jhadua/Aranyaka Brahmins since then. The Odia Brahmins migrated to Sambalpur region due to political instability in the eastern/coastal part of present Odisha. They settled at Sambalpur and hijacked the profession of the native Aranyaka barhmins then. At present both groups are engaged in different professions. Sambalpur town and its peripheral politics are also impacted by Brahmins leaders. The old tussle of both groups still reflected in many platforms; may it be politics or culture. It surfaces from time to time.

Apart from this, the present BJD government is more sympathetic to Odia than Kosali; whereas the local unit of BJP is with the sentiment of the people and supports Kosal and Kosali.

The homogeneous identity of the people of ten contiguous districts is assaulted from time to time for political reasons. This refers to the division of the Chouhans, tussle of Jhadua-Udia and presently BJP vs BJD.

Recognize Kosali as official language of Odisha

Recognize Kosali as official language of Odisha state, demands Adhikar organization of Malmanda village of Gaisilat block under Bargarh district. The members of the organization, Saroj Sahu, Sushanta Sahu, Dolamani Sahu, Tulsiram Seth, Suresh Sahu, Tarani Sahu, Gopal Bariha, Rakesh Rana, Sunil Sahu, Ajit Bariha, Himanshu Barik, Sudam Sahu etc hold on the protest in front of Lord Buddha statute at the village outskirt. The silent protest was joined by noted Kosali language activist Saket Sreebhushan Sahu.

Currently, notices are given in the villages of western Odisha in Odia. Not very literates understand the full implications of these notices. Civil servants from other areas who do not even have rudimentary knowledge of Kosali language cannot communicate with citizens, thus resulting in miscommunication. Out of 29 states, 15 have more than one official language. Out of 7 union territories, 6 have more than one recognized language. In a democracy, freedom of expression is a fundamental right of the citizen. Good governance requires efficient communication between the citizens and the government. In this context, Kosali language should be recognized as the official language of Odisha along with Odia. This will facilitate governance in western Odisha which is educationally backward and affluent with adivasis.

Sonepur post office in mess

Sonepur head post office is in mess. As per the recent complaint, it took 32 days to deliver a letter with in 500 mt distances from the post office.

Now-days postal services are engaged in delivering important letters of notices from courts, and different government notices and letters.  Also postal department has been given responsibility of delivering registration certificates of vehicles, driving license, etc directly to the applicants’ postal address instead of providing them by person.  But Sonepur post office is making unnecessary delay in providing the service.

As per the information, in between 1st May 2016 to 18 August 2016, the regional transport office Sonepur had dispatch 5004 vehicle registration books and 672 driving licenses through post.  All these documents were dispatched with speed service. But due to the delay of the head post office of Sonepur, still people have not received their documents.

Further, a person residing at Patabhadi within a distance of 500 mt from the Regional Transport Office has complaint that he received after 32 days.

The locals are complaining that the officers are playing games on their computers in the office hour saying link failure.

When the Post Master of the Head Post Office Bira Deep was contacted regarding the matter, he says, an agreement is signed between the transport department and the postal department. But the agreement was not finalized for 2-3 months, so the delay was faced.

Farmer suicide in Bargarh

Farmer named Jubraj Seth (55) of Deshpatharla village under DeshBhatli panchayat of Bheden block has committed suicide on 26th August at his dried field.

The family of Jubraj Seth comprises 2 daughters and son. All are married.  The paddy field is the only source of income of farmer Jubraj.  This area is known as Hirakud command area and irrigated area. But farm lands planted with paddy are drying.  The canal water is not in supply. Apart from that debt with loan amounting more than one and half lakh was in pressure.

As per the sources, Jubraj left home on 25th and his dead body was found at his paddy field on 26th morning. Police has seized the dead body.

Last year more than 30 farmers committed suicide in Bargarh district alone.

Koshal Bandh gains political support

Koshal bandh has been supported by the Bargarh unit of BJP led by Sri Ashwini Sarangi, State Vice President. The protest was joined by senior BJP leader Souri Charan Barik, and Abanikanta Panda etc. Sri Sarangi says, High Court Bench and WODC office should be immediately shifted to western Odisha.

Koshal Sena unit of Bangaluru has also extended its support to the separate sate movement. Responding to the call given by KSCC the Sena has staged protest in front of Biju Pattnaik Birth Centenary Celebrations venue in Bangaluru. Thousands of Odia people and political leaders were present while the protest was staged.

In a similar event, the student wing of KKD and movement, AKSU staged protest in support of separate state in Bhubaneswar.

Western Odisha halt for Koshal

Responding to the call given by Koshal State Coordination Committee, all the 10 districts of western Odisha, popularly known as Koshal region, supported and observed bandh for 12 hours. Business establishments and offices remained shut and vehicular traffic came to a halt due to a 12 hours bandh called by the KSCC demanding a separate Koshal state on 26th August. Except the violent clash in Sambalpur between the supporters and opponents of separate Koshal state, the bandh was observed peacefully in rest part of west Odisha.

In Sambalpur the supporters of separate Koshal state were attacked by the opponents while they detained the Sambalpur-Puri Intercity Express. As per the sources the supporters sit on the rail tracks and didn’t allow the SambalpurPuri Intercity Express to leave the station early in the morning.

The passengers and opponents appealed not to cause inconvenience. But the protesters ignored them. Then the protesters were shoved by the opponents. The incident become violent when some passengers burnt the banners of the protesters put up on the tacks. The supporters also retaliated in equal measure.

In other parts, both in rural and urban, Koshal state supporters staged demonstration on the road at different places of western Odisha. The supporters staged a rail roko. Koshal supporters closed the private and government educational institutions also.

Odisha Develoment Trust organized a felicitation ceremony to felicitate singing talent Smruti Swagat Panda, Shakti Swaroopa Panda and another child scholar Sujata Gadtya.

The Gaislat BDO Sadakar Kumbhar joined as Chief Guest and says, children are the future of the country and their role is pivotal in nation building. It is important to guide them from the very beginning. Many talents die without recognition. And it is the duty of the civil society, government and all to provide right platform and guidance to these talents.

Another guest, Vice Chairman Gaisilat, Pranay Kumar Sahu in his speech extend wishes to the budding talents.

The president of the meeting and Managing Trustee, Odisha Development Trust, Saket Sreebhushan Sahu says, time has changed now and if a child is excelling in any field then he/she should be allowed to follow his/her  passion and intuition as future career.  It is not necessary that all should go for civil service, medical and engineering etc. If the child has an instinct for any special things he/she should be encouraged for that. Who knows, he/she would be the next Tendulakar,  Ambani, Shahrukh, or any Chief Minister or Prime minister a state.

The meeting was followed by various cultural presentations.  At the end of the meeting Jagdish Panda gave vote of thanks on behalf of the organistion.

Raped and killed his own sister

A boy has raped and killed his own sister in Jagatsinghpur district of Odisha. The boy did this heinous crime when the family members were absent.  After killing his sister, throw the dead body in the river.

As per the sources, this incident has happened in a village under Kujanga police station of Jagastsinghpur district.  The parents were absent on the fateful day.  The accused found the girl alone in the house and attempt to rape her.  The girl was in class tenth.  The girl opposed but the boy forcibly raped his own sister. When the girl started screaming, the boy beat her with an iron rod on her head.  The girl died.  The boys hide the dead body in a room. In the night, carried the   dead body by a bicycle and threw away into the Paika River.

The father of the girl complained at the police station that his daughter aged about 15 is missing from the school. After 10 days of the incident, an unknown body of a girl was found floating on the river at Sarali village.

After learning about the dead body, the Kunjanga and Tirtol police arrived on the spot and seized the body.  Later on the body was identified.  From the post mortem report it was clear that the girl was killed after rape. The brother admits his guilty while interrogated by police in doubt.
