Tendu leaf worker exploited in Gaisilat

Tendu leaf worker in Gaisilat block of Bargarh district are exploited.  There is anguish amongst the worker due to pending payment. The government is earning huge amount of revenue from tendu leaf but still workers are not getting their due payment in time.

As per the information, Jagabandhu Sahu, son of Ganjhia Sahu of village Gidhmal, Panchayat Katabahal under Gaisilat range had worked as bush cutter and leaf plucker. According to the local forester Kamlia Babu, he has due payment of sum of rupees 1413.   He has no correct information regarding this. Because then munsif Dalaganjan Sahu has taken away his card from him. Jagabandhu has been running around Talpali and Gaisilat for his payment for more than 10 times.

The forester had taken 7 days time to diffuse the case.  Jagandhu complain about his payment in presence of the local journalist. The forester went to bank to check the account. Later on he learns that money has not been credited to his account. Now the forester has promised to pay the due amount from his pocket.

MCL constructs illegal building of 400 crores

MCL (Mahanadi Coalfield Limited) has constructed a huge building in the outskirt of Bhubaneswar. An expense of the building has been estimated about 400 crores. But the Mahanadi Coalfield Limited authority has broke all the law of the land to construct the building. They have not taken any plan from the BDA. Apart from this there is no transparency in the tender process. Audit reports are showing objection regarding this. Now, both the Mahanadi Coalfield Limited and the BDA authorities are in tense.

The state government has given 30 acre land to Mahanadi Coalfield Limited at Tamando.  This land was allocated to construct staff quarters and office building. But the Mahanadi Coalfield Limited has constructed Mahanadi Institute of Natural Resource and Energy Management (MINREM). Mahanadi Coalfield Limited has have been allocated land for something else and have constructed something else. The work is in its final phase.  MCL did not inform the government about the project while taking the land. Though MCL is boosting the project yet it is a totally different institution.

MCL has given contract to National Building Construction Corporation (NBCC) for the project.  NBCC was given authority to acquired grant of the building plan.  But NBCC did not take the grant from the BDA. NBCC has constructed many floors without any permission. And MCL authority has paid NBCC in phases though there is no grant for building plan.

After receiving the complaint, BDA has started investigating about the matter. An officer of the BDA says, we have noticed that MCL has constructed the building without taking building plan. BDA officers will reach the spot and investigate it. If the building has been constructed according to BDA rule then fine will be charged and will be legalize. If it is not according to the law then action will be taken accordingly.

In the mean time, hurriedly MCL has written a letter to BDA requesting to approve the plan. In the letter it is mentioned that, the state government has given approval to construct the mentioned building along with staff quarters and offices. MCL has further requested to approve requisite plan to NBCC.

This letter of MCL itself is saying a lot about the illegal constructions of the building.

Vigilance raid engineer’s house

Vigilance has raided the house of engineer Satyanarayan  Panigrahi situated at Dhumabhata road of Patnagarh. The vigilance department received complaint that Er Panigrahi has accumulated asset more than his income. Er Panigrahi is working in the office of lift irrigation Tushura, Balangir as junior engineer. Five team of vigilance from Balangir, Sonepur, Bargarh, Sundergarh, and Jharsuguda raided two different houses of his younger brothers, his father in law house at Barpalipara of Balangir and his office at Tushura has been raided at a time.

The raid started from morning of Monday to 4 pm in the afternoon. The inspection has not yet over but from the primary estimate assets of 1 crore 15 lakh and 19 thousands have been found. The team has found his present double floured building, another old house at Patnagarh, and including 39 plots in town area and estimated 75 lakh assets as lands. Costly furniture, electrical goods, and a motor bike have been estimated around 4 lakhs. He has deposits of 7 lakhs in different banks. He has total insurance policies of around 18 lakh.  The team found jewellery and gold of around 10 lakh and 69 thousand cash.

As per the source, from the primary inspection the vigilance team has found asset of more than 1 crore 15 lakh. Next the team will inspect his bank locker, and other places to find out his total assets. The vigilance team is headed by Vigilance DSP Abhiram Kar. DsP kar is supported by Sonepur DSP, Laxman Jal, Bargarh DSP, Rabinarayan Patra, RK Sai, SK Mahapatra, and others.

When Er Panigrahi was contacted he says, the raid is baseless as he is a income tax payer.

False farming of Agriculture Dept

False firming by Agriculture Department Odisha is exposed. There is no coordination in between Agriculture, Irrigation, Planning and Convergence. Both the departments have given different views regarding the irrigated land of the state. The government has shown intentness to get the correct data after receiving different views from different departments of the state government.

There is difference of opinion in between Agriculture and Planning and Convergence Department regarding paddy production and irrigated lands in the state. The Planning and Convergence Department has stated that the information provided by the Agriculture department is false. Agriculture department is engaged in false farming and kept the government and the people in dark.

Minister Usha Devi, Planning and Convergence, has stated that 33.2% of the produced paddy in the state are produced from the irrigated lands. The report of the Economic Survey of the state also provides same information. But the Agriculture minister Pradip Maharathi differs to it. There is 61.80 lakh hectre farming land in Odisha. 29.14 lakh hectre high land, 17.55 lakh Hectre middle land and 15.11 lakha hectre lands are down type land. In 2014-15 Kharip season, 34.67 lakh hectre lands and in Ravi season 17.02 lakh hectre lands were capacitated with irrigation. Sri Maharathi states that 54.4% paddy of the total paddy produced in the state is coming from irrigated lands. Now the conflict is whether the information provided by Agriculture minister is right or the information provided by Planning and Convergence ministry and Economic survey are right? Not only contradictory information was presented regarding paddy but there is contradiction in potato farming too.

According to the report of Economic Survey of Odisha, 76 thousand ton in 2010-11, 63 thousand ton in 2011-12, 65 thousands ton in 2012-13, 71 thousands ton in 2013-14 and 1 lakh 4 thousand ton in 2014-15 potato was produced. But the Agriculture minister Pradip Maharathi is not agreeing to the information provided by Planning and Convergence minister Usha Devi.

According to the information provided by Sri Maharathi, 1.91 lakh ton in 2010-11, 2.01 lakh ton in 2011-12, 2.01 lakh ton in 2012-13, 2.49 lakh ton in 2013-14, 2.68 lakh ton in 2014-15, 2.78 lakh ton in 2015-16 lakh ton potato was produced.

Two ministers of the same government are providing contradictory information.  This has highlighted the false farming of the Agriculture department.

Dinesh Sharma appointed as State Coordinator BJYM

Dinesh Sharma of Balangir has been appointed as State Coordinator of Bharatiya Janata Yuva Morcha (BJYM).  Sri Sharma was nominated by Sri Tankadhar Tripathy, President State BJYM and granted by Sri Basanta Panda, State President BJP. Sri Sharma has been in olitics since his student days. And he is working for the party with different designation from time to time. He is known as good organizer.  He says, in the coming days he will try to activate and organized BJYM vigorously. He aims at creating a healthy society and empowered India.

After his appointment many BJP leaders have complimented him at Balangir. Sri Sharma has conveyed his sincere gratitude to Sri Basnat Panda, State, President BJP, Sri Kanak Vardhan Singhdeo, and Sri Dharmendra Pradhan, Minister of State for Petroleum and Natural Gas.

Ganiapali: a rare Muchhalinda Bouddha Vihar

Ganiapali is one of the rare Muchhalinda Buddha Vihars in India. The site was excavated under the auspices of P.G.Department of History, Sambalpur University; Odisha in 1978. This was a Muchalinda Buddha monastery of Gupta period. It covers an area of one and half acres. It is situated near the convergence of the Ang and the Magar rivers. Now it is under Gaisilat block, Padampur Sub-Division and in the district of Bargarh.

There are enough evidences to establish that Buddhism was widespread in West Odisha from the 2nd century BC to the 6th century AD. In this period Nagarjuna used to stay at present Narsinghnath. Nagarjuna was a great expounder of the Madhyamika Philosophy of Mahayana Buddhism. Chinese pilgrims Hieun Tsang and Itsing have written that king Satakarni (106-130 A.D.) built a magnificent Vihara for his philosopher friend Nagarjuna at Po-lo-mo-lo-ki-li (Parimalagiri). The mentioned Po-lo-mo-lo-ki-li (Parimalagiri) is present day Gandhamardhan Hill range. At that period this region was under Daksina Kosala and was ruled by the Satavahana king Gautamiputra Satakarni.

It is believed that the structure of the Buddhist monastery was originally a multi-storied one, made of well-burnt brick. But the foundation plinths in some places have been destroyed due to brick robbing. A chaitya hall, traces of the walls of the cells and chambers of the Bhikshus and mendicants of the monasteries are also noticed. The excavation has clearly revealed some dormitory like buildings on the northern side and small chambers and cells clustered together on the southern side. Besides the monasteries, two life-size Buddha images, one the Muchalinda Buddha and the other depicting Buddha in the pose of delivering the first sermon at Sarnath, are found on a small stone mandapa.

Stylistically, these images can be dated to the Gupta Period of c 4th – 5th century AD. Besides, a small stone plaque of reddish chlorite depicting Buddhist images of Hariti and Panchika, of early medieval period is also recovered from this site.

In the Buddhist text Vinayapitaka, it is mentioned that the serpent king Muchalinda protected Lord Buddha. Buddha was troubled by rain and storm during the second week following his enlightenment. The serpent raised its hood over his head and created an umbrella. The local people worship this statue as Naga-Muni (the serpent sage).

Ganiapali Muchalinda statue was located for the first time by the celebrated art historian Charles Fabri in 1961. He has dated this image to the 5th to 6th century A.D. The name of the village Melchhamunda might have been a local twist of Muchalinda.

Systematic exploration and excavation in this area will positively throw new light on the history and culture of this area.

Koshal Academic Forum constituted

Koshal Academic Forum has been constituted at Bargarh on 19th May 2016.  The forum will work for the upliftment of education in the region. The forum will work for separate Koshal state movement. This forum constitutes representatives from all districts of western Odisha. At present a temporary committee has been created which includes former Vice Chancellor of Culture University Odisha, Sadhu Charan Panda, Prof Makta Bhoi,  Manabhanjan Pradhan, Narayan Prasad Rayguru, Jatindra Mund, Mohan Sahu, Pramod Bag, Brajamohan Dani, Manoranjan Sahu, and Tirthabasi Debta.

As per the detail information, a delegation of Telengana movement led by Dr Katti Venkatswami including C Vaskar Rao, M Ramakrishna, K Tirupathi, KV Chanakya, A Ravindra  reached here at Milan Mandap of Bargarh to support separate state movement. They encouraged that the role of educationist in the formation of Telengana state was pivotal. Likewise the academician and intelligentsia of western Odisha should play historical role in forming the new state. They delegates added, people of Telengana and academics are ready to provide unconditional support to the separate state movement. In future Prof Kudand Ram will also visit Bargarh and guide the move.

The meeting was chaired by Pramod Mishra, Chief Coordinator, Koshal State Coordinaton Committee. The meeting was attended by Padmashri Haldhar Nag, Agni Pradhan, Joint Coordinator, KSCC, Sunil Purohit, Abanikanta Panda. Amit Panda and more than 250 academicians from different parts of Koshal region.

Old age pension money grabbed in Dunguripali

Old age pension money of Dunguripali block, dist Sonepur has been grabbed. As per the complaint, a sum of 1 crore, 69 lakh 70 thousands and 900 hundreads were given to 20 officers in advance to distribute old age pension in 21 panchayats of Dunguripali block.  But till date no accounts have been updated about the mentioned sum of money.

The money was given to Head Cleark, SEO, WEO, and 17 panchayat executive officers. Now, some of them are retired. The WEO is transferred.  But none of the officers have returned the money nor have they produced any account of the same. Repeatedly notices have been circulated to return the money. BDO Ripunath Suna says, salary of 8 EO has been stopped as they have ignored the notice.

In the past years, to distribute the pension, panchayat EOs had taken lakhs of rupees in advance. After distributing the pension on every 15th of the month the remaining money should be returned to block cashier through the SEO.  But the involved EOs used to keep the money in their accounts.  In the next month again they used to withdraw lakhs of rupees but they were not providing the accounts of the previous months. The remaining amount become around 1 crore. In the last August the pension money was deposited in the account of the Panchayats informed, Kalpana Panda, SEO.

The surprising fact is SEO Kalpana Panda has kept advance amount of Rs 5 lakh 63 thousands to distribute pension.  The transferred WEO Brajabandhu Behera has kept 97 thousands.   The retired EO Damodar Pandey has kept 7 lakh 44 thousands and 6 hundreads. Then Head cleark Kshiteswar Bhoi has kept 3 lakhs 44 thousands, EO Bishwamitra Pradhan has kept 24 lakhs 88 thousands.  Satyanarayan Barik has kept 1 lakh 26 thousand,  Gagan Bihari Nayak has kept 1 lakh 24 thousand, Nandi Padhan has kept 23 lakh 35 thousand 9 hundread, Bishikeshan Sahu has kept 7 lakh 48 thousand, 5 hundread, Gopandhu Seth has kept 3 lakh 86 thousand 6 hundread, Brahmanand behera has kept 13 lakh 18 thousand 2 hundread, Sairat Khan has kept 9 lakh 22 thousand 4 hundread, Sujan Deep has kept 7 lakh 9 thousand 6 hundread, Kishor Jhankar has kept 17 lakh 20 thousand 3 hundread, Dhirendra Bag has kept 11 lakh 27 thousand 8 hundread, Akshya Bhoi has kept 10 lakh 79 thousand 4 hundread,  Suresh Dehury is keeping 9 lakh 12 thousand 8 hundread, Nimain Nayak has kept 3 lakh 62 thousand 8 hundread, and Ramdhun Sahu has kept 8 lakh 60 thousand as advance money.

When BDO Ripunath Suna was contacted, he says, the money has not been grabbed. It is distributed. But those who have not given the accounts have been stopped salary.  EO Gagan Bihari Nayak, Nandi Padhan, Sairat Khan, Sujan deep, Kishor Jhankar, Akshya Bhoi, and Ramdhun Sahu’s salary has been stopped.

Hostile government and the afflicted farmers

Government, administration, and all involved in the procurement of ravi crop paddy in Bargarh district were looking sincere before a few months. They were saying for a transparent and error free system to procure paddy. But at the time of the procurement the result is fail. The farmers are afflicted as before.

The district administration declared to procure paddy from 1st May without any preparation fearing farmer’s agitation. Now the paddy assembled at different market-yards of the district are heavily damaged due to rain. The farmers are in definite loss.

According to the information, a few farmers brought the paddy to the market yard to sale it. Millers were also given target and permission from the Supply Department to purchase paddy. But paddy couldn’t be purchased due to unavailability of Pi-Pass.

The continuous bad weather and heavy rain of yesterday has damaged the paddy. There is insufficient tarpolyne in the yard to cover the paddy sacks.  But the administration is saying they have provided sufficient covers while the paddy is damaged due to moisture. The true face of the government is reflected in this act of paddy procurement.

As per the information, 46 thousands farmers are there to sale their paddy but only 26 thousands Pi-Pass have been registered.  Many farmers haven’t got the Pi-Pass. Again there are many errors in availed Pi-Pass.  It seems, errors have been created by the government machinery knowingly.

Farmers are afflicted now due to blockage created by the government machineries and natural calamities like rain as well.

According to information, 981057 sacks of paddy reached to different yards of Bargarh and 752873 sacks have been procured till 16th.

Paddy of many farmers is still lying in their harvesting ground without Pi-Pass. Farmers are worried due to the coming monsoon and slow paddy procurement system.

Corruption complaint in toilet construction

Corruption complaints in toilet construction under Swachh Bharat Mission in Bargarh district have been filed. Beneficiaries are unhappy that though the officers of Rural Water Supply and Sanitation were caught by vigilance while taking bribe for clearing bill for the same projects.  As per the information, rupees 12000 are sanctioned to the beneficiary to construct one toilet under this scheme. According to the guideline, the beneficiary himself, Self Help Group (SHG), or the RWSS of the village can construct the toilet.  27 volunteers from the district have been given training of motivator to create awareness about the project. But the officers of the department are not giving any work to them.

As per the information, works at Bhatli and Ambabhona blocks are going on under the direct supervision of the Executive Engineer and Junior Engineer of the department with the help of contractor and masons from Bihar.

As per the complaint, they are directly building the wall with bricks without laying any concrete foundation.  Again they are using broken brick in place of cement ring for the waste tank.

According to the complaint of the beneficiaries, earlier they used to take Rs 500 to Rs 1000 now the officers of the department are taking Rs 2000 to clear the bill. A junior Engineer was caught red handed by the vigilance while taking bribe from the beneficiary at Ambabhona. Apart from this, in Bargarh district no village is open defecation free. But the government website has published names of 20 villages under as ODF.  In villages like Khairpali, Kuturapali, Badmal, Antaradi, Ruchida, Udepali, Sukuda, Tala, Banjipali, Nuangarh, Kusunapuri etc out site contractors are working and huge irregularity have been found.

In some block photo of old toilets have been shown in bills. Till date the department is saying they have build only 5000 toilets but the irregularity is suspected in crores.
