Three days after the results of the UP elections were declared, markets at Bombay Stock Exchange(BSE) and National Stock Exchange (NSE) have reacted with a bumper opening today. Christopher Wood, the Managing Director and equity analyst at the brokerage and investment firm, Credit Lyonnais Securities Asia(CLSA) came down heavily on the critics of PM Modi’s note ban shock therapy saying the results of Uttar Pradesh elections had made a mockery of the criticism that demonetisation got. Soon after demonetisation was announced, the award winning equity analyst Woods had lauded the move but said it was a massive political risk by the Indian PM.
Now that results of UP elections have delivered a crucial victory to the PM, the time is ripe to analyze if note ban has had any impact on the elections or not. The question here is not how the economy was impacted or if note ban could curb generation of counterfeit currencies, black money and halt cross border terrorism. These are the questions many an economists have discussed at different fora. Some like Nobel laureate Amartya Sen, former RBI Chief Raghuram Rajan and former Chief Economic Adviser Kaushik Basu have launched blistering attack on the move saying it was a despotic act by the Government and demonetisation went against trust of the economy. Kaushik Basu went to the extent of saying note ban was bound to fail as its effects had been disastrous for the poor, middle classes and lower middle classes.
Those who favoured currency ban were no less eminent people either. Whether he’s former Indian representative to IMF Arvind Virmani or NITI Ayog member Bibek Debroy, many distinguished economists and financial institutions have come out in support of the move. Arvind Virmani opined that note ban was a useful tool to flush out black money from the system. Bibek Debroy hailed the move as bold and said the criticism to the move was not based on facts.
The UP election results have settled the issue for now in favour of demonetisation. My concern is how on such a critical issue like demonetisation, our economists hold such divergent views. Had the move adversely impacted common man, it would have caused widespread disenchantment with the government and the fate of BJP in the elections would have been dreadful. In contrast, the emphatic victory which the UP electorate gave to the BJP suggested that people overwhelmingly favoured the scheme of note ban.The critics of note ban had to eat humble pie. The doomsday prophets like former PM Manmohan Singh and former Finance Minister P Chidambaram were proved dead wrong after the release of latest estimates of GDP by the CSO.
It is sheer misfortune of this country that a scheme such as note ban which provides direction to the economy and gives hope to millions of people is viewed through political prism and every step that the government takes is evaluated in terms of political and personal gains. When economic forecasts so lavishly differ from the political realities and people like Amartya Sen, Kaushik Basu and Raghuram Rajan are suspected of taking political positions, the respect that is reserved for Nobel, Harvard and other economic institutions are bound to be undermined.

Facts and figures of Odisha Economic survey 2016-17

Odisha Economic survey of 2016-17 throws up some facts and figures which are positive on some counts and discouraging on others. The volume of the state economy is likely to rise to INR 3400billions which is indicative of the overall vibrancy of the economy even if a closer dissection exposes the fragile fault lines. Agriculture and allied sectors is likely to rebound following a damp show in 2015—16 which is a good omen as agriculture sector pivots other economic activities in the state. A healthy agricultural growth rate may also offset the likely decline in the performance of the mining and quarrying sector which is expected to record a sluggish growth rate in the same period. Manufacturing sector is expected to show marginal growth which is unlikely to impact the overall slowness of the secondary sector. Service sector, whose share in GSDP showed incremental escalation over the past few years may show a lesser growth rate in 2016-17 triggering lesser job generation. The labor absorption capacity of the service sector in the years has come down even if its share has gone up in the GSDP. Employment in the private sector has also remained low compounding the unemployment problem in the state. In the MSME sector employment generation don’t match the capital infusion and the employment potential has shown inconsistency across sub-sectors. Employment generation in the organized sector also remains flat. One positive trend that the survey shows is the increasing proportion of women’s employment in the organized sector.

Except agriculture, the outlook for other sectors is not so encouraging. Better performance of other sectors depends on the materialization of big investment proposals and credit inflow into MSME sectors having high capital: job creation ratio. Hope the government uses the findings of the survey as a mirror to reconfigure its polices and priorities.

 

Corruption in pond excavation at Padampur

Heavy corruption has been found in pond excavation work  at Julanti village under Lakhmara Panchayat under Paikmal block in Bargarh district. The development work of the pond was estimated to Rs 1,46,250.

As per the report, the estimate was done for development of the pond, changing room, and bathing ghat. But no work has been done and only sign post has been installed there.

The work has billed from WODC.

Man killed for earlier enmity at Kantabanji

An unfortunate incident took place in Kuliadadar village of Kantabanji. Sashi Banchor of Kuliadadar was hacked to death. According to the information of the police, Sashi Banchor was having enmity with Lalmohan Tandi and Ghanashyam Tandi of the same village. Time to time both the families used to engage in brawl. The nephew of Lalmohan had love married sister of Sashi Banchor two years ago. Most of the conflicts arise from time to time due to this marriage.
Yesterday on the occasion of Holi one Jogendra Nayak invited Sashi Banchor to play Holi with them. And according to preplanning, Ghanshyam and Lalmohan attacked Sashi with cricket bat and wooden cot’s handle. Sashi died on the spot. The deceased family filed an FIR at the Kantabanji police station regarding it. Police arrived on the spot and send the body for postmortem. Further investigation is going on.

Tata Steel fellowships given to SC/ST students

Over 800 scheduled caste and and scheduled tribe school students in Kalinganagar, Bamnipal and Sukinda areas of Odisha were given Tata Steel Jyoti fellowships.

Out of the total 811 students, 374 were from Kalinganagar, 233 students were from Bamnipal and 204 were from Sukinda.

The fellowships were awarded yesterday at a function in Kalinganagar where district education officer Krushna Chandra Nayak was the chief guest.

“I am thankful to Tata Steel for motivating SC/ST students from Danagadi, Sukinda and Harichandanpur blocks through this fellowship,” Nayak said.

Last year, 360 students from Kalinganagar, 228 from Sukinda and 255 from Bamnipal were awarded fellowships amounting to Rs 47.36 lakh.

13 Maruti-Suzuki Workers Convicted of Murder for Forming a Trade Union

The New Trade Union Initiative condemns the judgment of the Additional District and Sessions Court, Gurgaon, in the 18 July 2012 incident at Maruti-Suzuki Limited’s Manesar plant, in which a manager unfortunately lost his life, convicting 13 workers with murder. 18 other have been variously convicted for trespass, unlawful assembly, mischief and rioting and possession of deadly weapons. 117 workers who were kept under arrest for at least 31 months and more have been acquitted of all charges. The sentences of the 31 convicted workers will be announced by the court on 17 March.

The ruling of the District court after a four-and-a-half year trial is based on flimsy and weak evidence. In the course of the hearings the prosecution failed to establish even circumstantial evidence to show that any of those convicted in any way caused the violence that took place, leave alone the death. The ruling also goes against the forensic evidence and post-mortem report that was placed before the court. Critically, officers of the company, including the one who lodged the First Information Report, who were produced before the court as prosecution witnesses denied they were present at the time of the incident. Some of them even admitted that they were acting under Maruti-Suzuki management direction.

Of the 13 convicted of murder 11 – Ram Meher, Sarabjeet Singh, Sarvjit Dhillon, Ram Vilas, Pawan Kumar, Sohan Lal, Ajmer Singh, Sukh Kumar, Amarjeet, Yogesh,  and Dhanraj Bambi – were the office bearers of the Maruti Suzuki Workers’ Union, who were in place on the day of the incident. The twelfth, Jiya Lal, was the worker who was the subject of the disciplinary action on the day of the incident, when he protested against casteist abuse by a supervisor against him for being a dalit. And the thirteenth conviction of Pradeep Gujjar is inexplicable since he, unlike the others, was earlier granted bail by the court.

The Maruti-Suzuki Manesar plant workers – both permanent and contract – had sought to form a union of their choice in 2011. The Maruti-Suzuki management with active support of the Government of Haryana first denied them union registration. Following months of sustained militant struggle, frequently put down by the police acting admittedly at Maruti-Suzuki management’s behest, government finally acceded to union registration in early 2012 but, the Maruti-Suzuki management refused to recognise the union and negotiate with them in good faith. The escalation of the incidents on 18 July 2012 was employed by Maruti-Suzuki management to rid themselves of the union, its leadership and 2,300+ workers who were summarily dismissed.

There was a common charge against all 148 workers who were arrested in July 2012. That the court blithely acquitted 117 workers is indicative of the lack of evidence. In fact the same court denied the acquitted bail. The first of them got bail through a direction Supreme Court in February 2015 which was 31 months after the incident. In fact in the first set of appeals for bail against the District Court refusal the Punjab and Chandigarh High Court while denying bail said in its written order of 22 May 2013: “The incident is most unfortunate occurrence which has lowered the reputation of India in the estimation of the world. Foreign investors are not likely to invest the money in India out of fear of labour unrest.’

Today’s judgment has arrived at its conclusion by association and not by evidence severely compromising the independence of the judiciary. The court has taken it upon its shoulders the task of advancing what employers and the government would like to tell workers: if you join or form a trade union this is where you will end. This judgment is a fundamental attack on workers right to freedom of association. It also confirms that the judiciary is entirely conjoined with both employers and government in pushing the working class towards criminalisation for even their just and fair demands that are protected by the constitution.

The NTUI stands in solidarity with entire membership of the Maruti Suzuki Workers’ Union and especially the comrades convicted of murder and their families for their extraordinary sacrifice and forbearance in this struggle. Your struggle is our struggle too.

Today’s judgement is not an isolated event. It is in a continuum of court orders of recent years including those of Pricol, Graziano and Regency Ceramics. These decisions cannot be fought in the court room alone but has to be fought in every factory and at every picket. This too the NTUI will do with every militant trade union force willing to fight this fight together.

Fifty Five blood banks running without license in the state

RTI activist Ashis Khaitan of Kantabanji district Balangir filed an RTI to know how the Health Department of the State government is working and how much concern it is about the health of the people of the state.

According to the report, total 83 private and government blood banks are working in the state.  Out of the 83, 55 blood banks are working illegally.  55 blood banks are running without renewal.

The government is playing with the lakhs of life of the patient and the common man in the state says Secretary of Right To Fight and RTI activist Ashis Khaitan.

According to the Drugs and Cosmetics Act 1940-1945, if the license of a blood bank is expired, then that should be renewed within 6 months and if it failed to renew it then action should be taken against it.  But surprisingly 55 blood banks are running without any renewal and the government and the health department is silent on it.

Right To Fight of Kantabanji some 5 months ago on 25th September  2016  complained at the National Human Rights Commission regarding this.  The commission accept the complain and on 26th October 2016 ordered to the Secretary, Ministry of Health and Family Welfare to give information and act within 7 week to the complainant.

The Union Secretary, Ministry of Health and Family Welfare wrote letter to the State government on 22nd November to act according to Case No. 5760/18/28/2016.

Further a complaint was submitted to the state government through the CDMO Balangir.  But the state government has yet not taken any action regarding this.

According the information, the blood banks which are running without renewal are, Balangir, Kantabanji, Titilagarh, Patnagarh, Bargarh, Padampur, Bhawanipatna, Jharsuguda, Boudh, Bhanjanagar, Jagatsinghpur, Jajpur, Dharamgarh, Kendrapara, Anandpur, Champua, Joda, Capital Hospital Bhubaneswar, Jeypur, Malkangiri, Nabarangur, Phulbani, Rayagada, Gunpur, Kuchinda, Rairakhol, Sudergarh, Cuttack Medical College, Rourkela, Banai, Private Bloood Bank CRCCB Mangalabag Cuttack, Jyoti Hospita Balasore, Catholic Mission Hospital Bargarh, Belpahar, TISCO Joda, Apolo Hospital Bhubaneswar, Asha Kiran Hospital Koraput, Kishichayan Hospital Nabarangpur, JMJ Hospital Barpali, Basej Patel Hospital Rourkela, Community Welfare Hospital Jagada, Hitech Medical Rourkela, Kishichayan Medical Bisamkatak, Neheru Hospital Talcher, Central Hospital Brajarajnagar, HAL Sunabeda, Nalco Hospital Damanjodi, Immune  Pathology and Blood Bank Rourkela.

Chairperson elections was smooth in Kantabanji

News coming from Kantabanji of Balangir district that Chairman election in Turekela, Bangomunda and Muribahal blocks were smoothly conducted.

In Turekela, Congress supported candidate Anu Bhoi elected as Chairperson. In Muribahal, BJD supported Hansraj Jain won the Chairman’s post. Likewise, in Bangomunda, Congress supported Ranjubala Behera elected as the Chairperson.

Congress got 2 blocks while BJD got one.

In Turekela, former MLA Santosh Singh Saluja was present while in Muribahal MLA, Haji Mohammed Ayub Khan was present.
